Yes, it is possible to get legendary weapons. One of my characters has a level 8 Sledge's Shotgun courtesy of the slot machines. The chances seem to be seriously low though.
All of my characters spend the start of the game farming for Eridium on the slot machines. Simply donate some expensive loot via claptrap's stash, and get bored playing the slots for Eridium to upgrade your backpack. And get some easy badass points from selling all the weapons you win.
